St. Modwen's £210 million Skypark Development
The site was formerly run by Devon County Council as part of Exeter Airport. In 2008, the Council concluded that a Corporate Joint Venture with a private sector partner was required to drive forward the development of the 1.4 million sq ft Skypark Business Park comprising of office and industrial/manufacturing space. Following a six-month selection process, St. Modwen, the UK's leading regeneration specialist, was named Joint Venture Partner in February 2009, and the agreements were exchanged in March 2009 with Devon County Council.
The site is recognised in Regional Planning Guidelines as being a strategic location for large-scale employment development. It will become an exemplar and sustainable Business Park, and is expected to be a key development within the wider Exeter and East Devon Growth Point initiative. It is viewed as a major contributor to the growth of the regional economy.
More than 1.4 million sq ft of office and industrial/manufacturing space will be developed, with a 30,000 sq ft St. Modwen Innovation Centre planned as part of the first phase. Ancillary retail development and a hotel are also planned as part of the scheme.
Key Project Milestones (to date)
St. Modwen was selected as preferred developer in February 2009 and signed the Development Agreement in March 2009. The partnership structure for the Joint Venture follows the Government's local asset backed vehicle (LABV) methodology and will allow Devon County Council to participate in future value and decision making over the 20 years life span of the partnership.
East Devon District Council has issued outline planning consent for the development of some 1.4million sq ft of office and industrial/ manufacturing space. The first phase of construction work is expected to start in 2011.
